There's this bowling alley that had this room that was strictly designated for smoking - this was when you could smoke indoors. This room was pretty much a glass box that had a big table centered in it, surrounded by chairs. At any give time, there would be at least one or more people in there. Sometimes, there would be so many people in there, the room would fill up with smoke, so you could barely see the people inside. The room was almost always filled with a cloud of smoke, which hung in the middle of the room. When people would leave, a trail of smoke would follow them.

I think there should be a sort of a capsule that a smoker would be required to have to put around them (think of George Jetson's family being dropped off @ their designated locations). This would be done with something like the belt that Batman would wear, where you pressed a button and you would be encapsulated in your own environment. That way if a person wanted to pollute himself, he would be the only victim and would keep the smoke from escaping into the atmosphere.
